what goes on at the edge of timezones

what goes on at the edge of timezones? like if you have a dinner at 7 across town, is it 7 o clock that towns time or 7 o clock your towns time? what if both of you are from the same side of town, then you should follow your towns side. but then you set a reservation for 7, what happens?

and what if youre from the east coast and youve been getting a github commit done every day and now youre in texas so you dont know if youre going to to have to get it done by 10:59pm texas time so that you get it done by 12am et.
